Perma Urf and Sandbox Mode

2 thoughts: Why can't Urf stay as a permanent game mode or at least be guaranteed every weekend? Its the most popular addition to league and i believe many would agree that it be more fun to be able to play it consistently. I'm more in favor of every weekend because it wouldn't draw away from the normal or ranked queue for a majority of the week (5/7 days), but still let people play it all the time, and if you happen to miss this week, you don't have to wait 6 months for the next time. Second, how much different is Urf from a Sandbox mode? In Urf you are playing on Summoners Rift with the perma buff "Awesome Buff of Awesomely Awesome Buffing." How hard would it be to change these numbers a bit, and in the shop or by bringing up the scoreboard you can allow the player to change a setting like, mana consumption or cool-down reduction. You keep mana and energy consumption reduced by 100%, and give enough CDR so no ability is ever on cooldown (100%?).
