It's still stupid. The only way to get better at league is to work on your own game. I know the feeling of losing a ton of ranked games even though you did ok, and it really feels bad and makes one angry at their teammates for whatever reason. I had one game where I owned my own lane mid while my bot lane died a fuck ton to the MF and fed her quite a bit, letting her snowball and become a serious pain. We eventually lost that game, but I didn't go throw a temper tantrum and report them for being unskilled. They might've just had a bad game. We all have bad games, some more than others, and that's ok. Failure is all part of learning, and we're all learning in some way. There were some things I could've done way better in that game as well, and that's what I need to walk away from that experience thinking. The shitty performance of my bot lane is not worth my time thinking about. I know that in order to get out of silver and into a higher rank, I'm gonna need to focus on my game and my game alone, and if that bot lane cares about their respective ELOs, they're probably doing the same. Reporting them for unskilled does shit for both them and you. They're not gonna get better by you scolding them and you're wasting time yelling at other players rather than thinking to yourself, "what could I have done better?"
