it still annoys me summoner spells are gated by levels

I've recently made a new account in a different region so i could play with my friends who are just now getting into leauge. however due to this leveling system i am forced to pick summoner spells that aren't even meta. not having having these gives the enemy team a huge advantage. why key summoner spells such as smite is locked behind level is beyond me. it doesnt help that vs bots still don't give you the ideal matches as bots do duo top. because of this newcomers aren't as familiar with jungling and don't know how to jungle. on top of them being at a disadvantage against other players with the better summoner spells unlocked.
