You can do that yourself. In settings.
The chat imo has been used for more harm than good. It's a shame the way the human mind is or I would suggest voice chat, but you cant log voice comms for reports... hence why riot doesnt simply use voice chat only despite being the far superior method of communication...
turn it off then in the settings.
Let us who actually make use of chat use it.
I would say use voice chat. get rid off the chat bar period since kids can write all they want and are too scare to voice themselves.
