Too often would I be doing insanely well as a jungler but still lose because lo and behold the adc and support are so far behind or their completely bad. It doesn't matter if all the other lanes are so far ahead, as long as bot/mid loses lane the game is decided. Is riot going to implement changes so the whole game does not hinge on one lane losing?
Seeing how they removed the ability to hard solo carry back in like Season 3, I'd say never? It's a team game.

I'm confused. You want to buff solo carrying, but you're complaining that every lane can be ahead but the game is over if either bot or mid loses? Solo carrying works both ways, you know. Maybe their mid-laner just solo carried harder than you did top.
That said, it's kind of an absurd notion to begin with. A pack of wolves is only as fast as the slowest member. If you know they're bad, you know what it means for them to be good. If you know that, you've already identified their weaknesses. All you need to do is cover for those weaknesses in teamfights so they can play to their strengths.
Mid season patch is their attempt to fix bot lane and early jungle so wait till that and see if it changes anything.
