Does Windspeaker's blessing affect Soraka's self-healing from Q? this is important to me.
And if it does, does that make it better than deathfire/thunderlords when you attempt the meme?

It affects any and all healing — so, yes. However, only allies receive the bonus MR and armor when healed by you.
Windspeakers blessing mastery amplifies any and all healing to yourself get by 10%
