I do wonder why these champions, some of who have many skins already, receive new skins while other Champions, such as Malzahar, Cassiopia, Illaoi among others have received very few, and in case of Illaoi never outside of a release skin, new skins?

It can't be that there is no inspiration to create any skins for these characters. Many people, for example have suggested Program Malzahar.
