Rumble Flamethrower does not draw minion aggro?

I experienced that multiple times today. Feels like a bug? Can anyone fill me in?

It shouldn't do it either. It's not a point-and-click spell

Since when does it ever proc Minion Aggro? It's not an Auto-Attack or a Single Target Ability like Pantheon's Q.

AoE abilities do not draw minion aggro. Only targeted spells and basic attacks do that.

Only targeted abilities and basic attacks draw minion aggro. They don't draw aggro like towers do.
