What do we build on him? With Ryze hitting late game he will gain 30% cdr from his R passive and 40% when you build 
. With his R passive it limits the amount of items to buy. You can't have over 40% cdr. I feel with the base cdr in his kit it will make gold efficiency much wasteful on Ryze and give Ryze less options to build.

KMannnnn11 votesBesides Frozen Heart and Spirit Visage, most items Ryze wanted to build had no CDR anyways, so I imagine build paths for him will remain relatively unaffected. Still major emphasis on mana stacking and defenses, with more room for AP due to lowered mana scalings.

Something like this I'm guessing. Rod of Ages and Seraphs will be core. Everything else depends on what you need. It opens up his build actually, because FH is no longer a core item.
