Am I the Only One Who Thinks That Azir Needs Buffs (Part II)?

A while ago, I made a post asking the title question. Here is that post: http://boards.na.leagueoflegends.com/en/c/gameplay-balance/LGB6lf6h-am-i-the-only-one-who-thinks-that-azir-needs-buffs

In that post, I ended up saying, "I don't know, I guess we'll find out whether or not he's still op when Worlds comes around." Well, Worlds has come and gone, and as far as I know, Azir had a 0% pick/ban rate. And yeah, I get that this isn't necessarily a problem; A lot of champions had a 0% pick/ban rate after all. But the problem comes in when we remember this:
Azir was made to be used at the highest level of skill. The average player can't use Azir to his full potential, and now we're learning that even the best players in the world don't think he's good enough to use!? Obviously, something needs to be done. So now we get to the part of the post where we discuss possible changes to him. And I don't just mean discuss nerfs and buffs, feel free to discuss ways that Riot could small-rework his kit.

I've always had the idea that they make Azir's Q do no damage, lower its cooldown, and increase its range and the range from which Azir can control his soldiers. I don't know if this would be stupidly op, it's just an idea.
Oh, and to keep with the theme of Azir being an emperor, his soldiers should each act as a windwall to block projectiles for their king (kappa).

I like your suggestions for his Q. A lot of his problems have stemmed from early game burst/poke, which all directly relate to his Q. He's had a lot of excess power trimmed off, but in order to buff him, his Q should be changed. Would also keep both the DPS and Shuriman Shuffle play styles instead of sacrificing one of them

He is in the same boat as Kalista right now.

Either too strong, or too weak. They need a little help I agree, but they won't ever be in a good spot without minor reworks.
