Why the fuck is there a timer on surrenders?

Like in this matchup everyone on my team just afk'd in the base at 11 minutes because EVERYONE of us was tired of being in that match already. Im playing soraka running in circles trying to protect two turrets while my teammates afk in base. Even at 11 minutes when five fucking people want to surrender, somehow Riot has the deciding vote. Its bullshit, its a waste of time and its the cause of a large majority of toxicity. You think people want to stick in a 20 minute game when one asshole just bombs down mid lane, or your top and mid hard feed kills and just "open mid" as the only way to leave. This is such an easy fix yet for whatever reason this moron company decides that five people just isn't a majority. Its not even possible to be exploited because a surrender vote still takes 4 OUT OF 5 FUCKING PEOPLE.
