Urf balance

You know, I read over the restrictions online about some champs and I gotta say

I am impressed with the results

Sure a few things were tweaked here and there but nothing too major. Just a couple of cooldown tweaks. I honestly really like the fact that games aren't filled with just one champ. (P.s. Remove kat from urf... Or just league in general)
