I don't feel like people should even be allowed to surrender, since low elo (or really everything but high elo) people are really bad at determining game winnability, somewhat related to the fact people tend to be bad at actually utilizing leads to win.
If your team is behind, then it's very plausible that you can stall out the game until things have caught up (e.g. everyones full build/level 18) and/or get to the point where a single lucky ace can be enough to win the game due to huge deathtimers. The vast majority of players below diamond or so (and even then) are prone to make game throwing mistakes as they farm kills instead of ending, so coming back off of that sort of thing is also a possibility. Sub plat or so a lot of people don't even have a good sense of relative scalings of various champions, so late-game comps often surrender to early game comps when theres a strong chance they actually would come back.
The particularly high elo players who I do think have the game knowledge to use surrender properly are in games where the enemies know how to end efficiently, so at the point where defeat is inevitable, it's likely less than 3 minutes before the nexus is destroyed regardless so the benefit of having surrender is minimal.
(One exception is possibly in cases where someone has DC'd or AFK'd, but even then it's not unheard of for people to reconnect or otherwise come back, and then be able to play from behind and win for reasons as above.)
