Will it proc his passive wind up so his first attack does double

It does process his passive however it does the full damage once and the minimum once due to the passive resetting

I have actually tested it a few times. Combined with BotRK and Wit's End it makes him hit like a truck, and you still have 2 slots for tank items.

Thresh + item 1321 item 3718 item 3153 item 3091 item 3065 item 3143 = WIN

I only tried it in lane, which has the downside of taking much longer to stack, but let's face it Thresh is trash at clearing the jungle. I take Coin and upgrade it to Medallion, then build Skirmisher's Sabre -> Devourer afterwards. Try and get as many drakes as possible once you have it since that will be a big source of stacks, as well as the Rift Scuttlers.

NB: I don't recommend this in ranked, it is really hit or miss, and you'll probably get flamed by your teammates
