Bilgewater event and the free rotation

So I was going through the rotation and got to thinking that just maybe all the champions in the rotation are in the story or part of the event. Riot am I right? P.s. The new HUD not all that good. Sorry, My hopes are not smashed and hopefully maybe by next Wednesday I'll feel a little different.
