Tank Builds/Items

I just want to ask someone at riot what exactly their thought process was and is on the tank items. Recently I have played a lot of games and lost a lot of games to tanks who did more damage than I did using a full damage build. Even with last whisper item. And they are so ridiculously strong that literally anyone can build them and win. (See tank Ekko going ham everywhere. And in my last game, tank Fizz.) Iceborn Gauntlet and Sunfire Cape. Anyone who builds those two items can destroy in top lane. Especially the mobile characters. I digress. I just don't understand why people can build tank items so they take very little damage, but do a LOT of damage. I think it wouldn't be too crazy to wish for tanks to do effectively zero damage (if going full tank.) I'm not even being sarcastic when I ask "Is that too much to ask for?" :(
