I like Mordekaiser's ultimate, but..

Riot reworked Poppy because of her passive and her ultimate Her ultimate just put Poppy and one enemy in a 1v1 situation because other enemies couldn't damage or CC her. Poppy also had damage amplificaction vs the selected target. Mordekaiser steals offensive stats (more damage, like poppy) but also CREATES A CIRCULAR ZONE THE TARGET CAN'T ESCAPE FROM, while Poppy's target could anywhere.

4 years has passed and i still miss the real Poppy,not this one, even if i like a lot the W now. i know she will never have that ultimate back, but can someone explain me why se was consisdered OP for that ultimate (despite having a terrible laning phase with a lot of counters) and Mordekaiser is not? Since game has changed, maybe now also old Poppy would be ok in the current state of the game?
