When I mean toxic I mean people who have a large amount of reports or under a chat ban. Draft pick has too many trolls who are shut out from ranked and then go into draft to ruin others experience.
But then they would troll harder. You know, stuff like; Oh, first pick took mid and I'm last pick? WHATEVERYASUO4LYFE LOCKS

I think toxic players should be forced to play 10 to 20 CPU vs Player games before they can do normal/draft/aram/etc.
I actually disagree with you but I think your reasoning is sound. I would prefer they get first pick to minimize their bitching. Personally, I prefer to get the later picks so there is less chance my pick gets countered or I am able to choose a counterpick. It sounds like you ran into someone very toxic that was trying to sabotage your game. Thats really unfortunate and those type of players need to be removed all-together.
So if the player is being toxic because they are stuck on a losing streak, making them end up in their worst role every game so they have the least possible chance to win... is supposed to somehow prevent further toxicity?
I get frustrated when I'm on a losing streak and then don't even get to play the roles I'm best at. I think this is a terrible idea.
Really hard for me to NOT be toxic when I call a lane pref, then first pick takes it... I call another lane pref, and second or third pick takes it... at that point it starts getting hard to not just troll. Especially on a losing streak already. Then you just KNOW if you do badly on your worst pick, the team will blame you for it and that will just set you into a toxic frenzy.
You can't be serious, toxic trolls are far more likely to be toxic if they are not first pick, because if they don't get their favorite champ/role? "gg afk"
Maybe they became toxic because they kept getting the shaft and forced to pick 4/5th...

I'm not sure how well this would solve the problem; wouldn't they just troll pick at whatever their spot is anyways then? I have found first pick has the least amount of trolls because they get their lane and role. However, on the other side, people who are on the low end of the picking order sometimes have the tendency to do things like 'Mid or troll', etc.
As a player with high sodium levels. I don't like first pick and prefer last pick.

At least if their first pick you can submit and just pick around them. If they are last pick they will pick a champion most likley that your team did not need at all.
One of the reasons I stopped playing draft a long time ago and moved to team builder.
Most toxic players are toxic after they start losing the game they play not while they're banning
Basically just think that their should be a rating system on your performance that factors in win streaks/cs/objectives of the previous game/s. you know like a elo system *wink *wink jk. more immediate elo system that rewards people with first pick for results.
