Toxic on stream but not in game?

I wanted to know the opinion of Rito when it comes to toxicity. Like lets say a streamer is playing his or her best, not flaming anyone in chat, not int feeding, trolling or griefing, but on his or her stream that person is saying horrible things like, "This Lee keeps spamming bahahaha like some sort of super mario character that should be gunned down on the street like the degenerate he is." Is this bannable, where he's not saying anything in game and is actually not ruining other people's experiences, but on his or her own stream being a really toxic player who says really bad things and sets a bad example for the league community?

I think that may be more of a question of Twitch.tv's terms of use and punishment factors than Riot's.

Ahhh I see, it makes a lot more sense now. I was wondering because it seems like a lot of people learn from streamers and think its okay to say toxic things in game, but they don't realize streamers don't actually flame in game nor troll even though they say toxic things in stream.

Riot has no control over player's actions out of the game.

it would be up to the streaming site (like twitch.tv) to punish inappropriate language used on stream.

As long as the streamer stays away from inting or anything crossing the rules like that, then they're perfectly fine. I rage the same way you stated, say it to myself not the team. If anything I just do some lowkey flaming and use the pings

On Twitch then so as long as they also don't cross the lines of "The Jews deserved to be exterminated and Hitler was right about the Holocaust" or "Koreans have tiny penises and can't get women so all they do is play League" then they don't get banned for promoting hate speech or racism. Mmmm this clears up a lot of misunderstandings about why streamers don't ever get banned for being "toxic" (saying Lee Sin is trash and deserves to be nuked into the 6th circle of hell)

Actually I'm not looking to punish people. People say messed up shit, even though they're normally nice people. Just wondering where people learn how to say things like "Hitler had the right idea."

I wanted to know Rito's stance on why Tyler1, Nicolaj, and Dunkey were banned while DoubleLift and Voyboy aren't even though all of them are toxic to some degree. What makes Voyboy or DoubleLift less toxic than Nicolaj or Dunkey
