Bring back the old twitch's passive damage

The twitch nerfs were VERY unnecessary, as he already is a very weak champ. And although these nerfs are over a year old, they still should be reverted. The stealth nerf was fine, it was annoying af to deal with, but his passive, already quite weak, is almost useless now. If we could just get the original passive damage back on Twitch, he would be a better champ.
