Runic Armor or Veteran's Scars on Sona?

For supports, Veteran Scars tends to make a huge difference early on, Sona especially since she has one of the lowest health pools. That being said, it's more reliable in match ups with high kill potential like Blitz or Leona, but becomes worse as the game goes on. In the end I'd say it depends on matchup.
