Flash shouldn't be a summoner spell.
It's too powerful to be considered one. 95% of the champions already take it by default, while a few others rather have Ghost (Singed, Hecarim)
That means, despite Riot telling you you have access to 2 summoner spells, you don't.
You usually have access to 1 summoner spell + flash.
The thing is, Flash is so deep within the roots of the League in its current state that removing it would simply break the game.
In my most honest opinion, Flash should be accessible to everyone by default.
And then allow people to choose 2 summoner spells.
This way we would see way more variety in champion picks. One of the things that keeps Shyvana from being viable is her lack of stickiness to targets.
Good thing you would be able to bring Exhaust to the table to make up for it.

If you go lane, you need Teleport. Otherwise you become a nonfactor for most of the game.
Unless you want to make it a Kill lane, in which you bring Ignite, not Exhaust.
If you go jungle, you obviously need Smite.
Not bringing flash is out of question, unless you replace it with Ghost ofc, but that only happens when the enemy team has 0 innate escapes.
