Do Annies offensive spells proc fresh blood?
I am aware of the fact that fresh blood and spell blade items proc when fizz uses his w and his q i was wondering if fresh blood would also proc with annies w and her q

To answer the OP, no, it applies to basic attacks, Fizz W is a basic attack (it empowers his next basic attack), and his Q 'applies on-hit effects' which means it's treated as though it were a basic attack for the purposes of deciding which effects apply to it.
