Mage's rework coming, can Liss just get a small tweak - her passive?

If you haven't played Lissandra you might've not know that she has a most peculiar passive:

  • Every 18 seconds, her next spell costs no mana, (reduced by 1 second every time Lissandra applies crowd control to an enemy with her abilities) Nothing really groundbreaking, will probably remind you of Nunu's passive which also makes his spell free though with a diffrent condition. Looking at jus that you'd think 'Hey she probably can stay in lane and poke for longer thanks to it' Except... Her mana and mana regen is specifically tweaked to be incredibad (Lissandra's manaregen is the worst in the game both at level 1 and scaled up to level 18 being miles behind mages, even Darius has better manaregen) And to reduce the cd on her passive you need to SPEND MANA on skills which is just...

She basically has manaregen on her passive, taken out from her regular stats Which basically means Lissandra has effectively NO PASSIVE, why?

With the overwhelming amount of bonkers passives lately it seems really juxtapose that hers is just ' I have my manaregen on my passive instead of in my stats'

The thing is everytime a champion has a strength, Riot is compensating to make that strength actually limited. Example : Sion scales infinitely with HP but his base HP is absolute garbage. 1784 at lvl 18. Even adcs such as ezreal have higher base HP. Riven has a shield, but her hp regen is one of the weakest in the game. The list goes on.

The thing with lissandra is she's already a very solid competitive pick, a net buff would probably be a very bad idea. And the healing she got on R is just weird, like why did they add that? It's not in her lore, design or anything that she should have that. I'd be fine with trading that for a real passive and sllightly added manaregen. Keep however in mind if we don't gate Lissandra with mana enough, she's just gonna destroy every toplane matchup. The nature of her very safe; range harass kit makes her dominate most matchups until she's oom.

It actually artificially inflates her skill floor because she has to account for her passive to get the power other champions gain passively. Not saying this is any kind of justification but it does have an effect on her gameplay. If you play it near her skill ceiling she can surprise burst someone with surprisingly low mana but by the time you reach a level where that distinction can be made her opponents can probably account for that effect.

she does not need buffs. If she gets this "small tweak", then extend Brands Q by two Teemo lengths.
