Full AP Bard question

As an avid AP Bard player, I have a question?

Why do people build on AP Bard?

I ask this because every time I see someone play AP bard either mid lane or top, I always see them go first despite bard being able to outscale the slow effect late game with his Meeps and Cosmic Binding once you get enough chimes.
