Garen marking a support who has no kills as a villain?

Why does this happen? I have been told it is random but that isn't justice that is the government kappa. But seriously, Garen marking a support with no kills is kind of stupid since they killed no one and they shouldn't be a villain. Maybe just be arrested for being the getaway driver?
