Buff braum

Well sorta buff him. It has to do with his passive. If i equip tiamat it should proc on every hit...but it doesnt. It only procs off the person i hit.....this is bs. So what im saying is let it proc on multiple people just dont let allies give stacks anymore. Instead any allies who attack them that have stacks are slowed by 30% for 2 secs . so it makes it a glacial augment and old skarner passive.
