I would not mind a champion that has 2 normal abilities and 2 ultimate's on their e and r but this could be powerful so why not make it so they can only max one, one ult could be pure supportive like insane cc and the other could be a damage ult or damage amp ult. any ideas?

Mayor Stubbs1 votesI think this could work better if they have one ult, but it has some "evolve" mechanic similar to kha zix evolve skills.
Forcing the player to choose how to manipulate their ultimate. So say at level 11, they could choose between more CC on it or more damage, and then again one more time at lvl 16.

Tiger is single target damage
Turtle is for sustain/lifesteal
Bear is for cc
and phoenix is for AOE damage

Actually, there are champions with two-part ultimates (as in, each activation has a different effect).
