Boosted players should be forced to play with their boosters
That way the boosters wont let them off their leash to ruin my fucking games. The things I think about my teammates could put me on a fucking watchlist its ridiculous.

Dude u are silver... People dont get boosted to silver. They get boosted to get out of silver. New players with no skill at all have mmr of silver once they get lvl 30
Better idea: if there exists such a system that can identify boosters and boostees, then ban them all and be done with it. Boosting has always been bannable, and now not only has Riot legalized it, but they are encouraging it. Shame.
What you are actually experiencing is a bunch of smurfs in silver/gold with a bunch of new players.
Your skill level is that of the new players, and you face smurfs that give you the illusion that that is the "avg" silver player.
I'm one of them. For my smurfs G5 promo,
first game: 8 of the 10 players were diamond smurfs. The other two were random idiots feeding out the ass. 2nd game: It was just a literally a diamond game. 3rd game: premade of 4 challengers on enemy team, and a trimade of 3 challengers on my team. The two random gold players didn't really know what to do, so they just kind of sat there going "wtf is this shit."
I just got out of a game and my mid lane opponent was a smurf. So, I'm a smurf, and the average team seems to have 3 to 4 smurfs in it. It's safe to say around 75% of your games aren't actually silver games. They're games with a bunch of plat/diamond/master/challenger players with some silver and golds sprinkled in there feeding out the ass. And you're probably one of the silver players feeding out the ass.
a guy on my friends list asked me to help him get out of silver... 1 month later he is no longer on my friends list and still in silver..

This is a good idea assuming that anyone who doesn't play solo is boosting/being boosted and you're trying to stop people from boosting. What this means is that if I duo with a friend and we win some games I can now only play ranked when that person is online and also wants to play ranked. Oh, and if they quit league, I guess I need to make a new account if I want to play ranked.
I've decided to dedicate this acc to "playing" my "friends" from bronze to gold, because fuck DQ. If they won't give me solo voluntarily I will help wreck this retarded matchmaking system untill they have no other choice.

Are you suggesting there be multiple dynamic queue teams similar to how one could have multiple 5v5 ranked teams except perma fixed so you can't add/remove/change people in and out?

The thing is, that if riot was to just match boosted players with their boosters, then how would the boosted players learn anything new? They would just sit back and become even worse the more they play with their boosters. If riot were to ban the boosters then it would allow the boosted players to learn by themselves, therefore getting them out of that low skill position.
