If it works with a passive similar to Kennen's W (Jax R), why shouldn't it work with Kennen's W?

Maybe its on attack and not on hit.

It stacks on-attack/on-action, rather than on-hit; this happened because they wanted to remove its interaction with item 3085. Unfortunately, anything that fucks with Runaan's Hurricane synergy fucks with Phantom Hit synergy as well, because they operate on basically the same mechanic (this caused Caitlyn's headshot to stop working with Phantom Hit as well, for example).
