Vel'Koz may need buffs.

I'm not going to use anecdotal evidence. Instead, take a look at his statistics. It looks like Vel'Koz is slowly becoming under powered. His winraate has remained the same for a long time but his play rate has slowly decreased.

After his rework his play rate was about 4.3%. After the assassin rework it decreased down to 2.8%. A week ago it was 2.01%. Now it's 1.97%.

If the play rate decreases I would expect the winrate to increase but it hasn't changed at all. Riot if you ever think about buffing him, a small buff would suffice.

Here is what I recommend (Choose one):

1. Increase E suspension duration by .25 secs from .75 secs to 1 sec.
2. Make the W damage equal on both ticks instead of less on the first and more on the second tick.
3. Decrease his Q cool down by 1 sec from 7 secs to 6 secs.
