[tweak] GLACIAL AUGMENT

Underused, underpowered, mechanically hard to utilize... Here is my try for the tweak.

Glacial Augment

for each ability capable of hitting enemies, champion holds a frostbite charge.
the abilities will discharge their frostbite as a movement slow. total of 25% movement slow is divided equally between all these charges.
the slow effect lasts for 10% by base cooldown of the source ability.

** No perma slows-** more you can cast, less it lasts. ** Place in all kits** if you have only one skill, you will dish all the slow at once. Not only support skill. you will have cc in all of your damage skills. Not instant pick it's only slow and won't last for long- but it's damn reliable.

The only way it's ever going to get used.... is if it does damage, heals, gives armor/mr, gives cdr, or gives some other stat.

No one is going to take a keystone for a slow. EVER.

It's also completely useless 90% of the time past lane because odds are someone else has a slow already.. and slows don't stack.

MAYBE if the slow stacked... people would use it.

Here is a list of champions that already have a slow.... and Glacial aug doesn't stack with any of these. Just try to build a 5 man team without using any of these champs. That also doesn't have a Mallet, Rylai's, Exhaust, Gunblade, GLP, or BOTRK.

Note list might be slightly outdated, but I ain't about to make on myself.

What if it was made so that the slow duration is extended equally to the duration of slows, roots, displacements, and stuns. So you proc glacial augment, enemy gets rooted, the slow duration is prolonged to the duration of the root so when the root stops glacial augment will still be active. That way the slow cannot go to waste cause of other cc effects.
