@Riot How do you feel about Viktor and is his R "bug" intentional?

Viktor still feels like a decent pick in LCS as he is picked sometimes (although doesn't appear to be that strong there). However in solo queue he doesn't feel that good anymore.

He's extremely team reliant now as Ghost and Rylais were nerfed. Another reason as to why he's not strong anymore is because of his ultimate bug where if he dies, his ultimate disappears sometimes, preventing the full damage from occuring. Was this intentional or is it a bug?

Do you think Viktor still needs nerfs or will he be buffed or left alone?
