@Riot (Meddler) Why is Talon getting nerfed but Lux isn't?

So I've read the context Meddler gave for the Talon nerfs and they're very reasonable. Talon has been strong for a long while. However something I noticed is that there was a bigger offender to the context he gave.

"We believe assassins are healthiest when a proportion of their burst's gated behind a long CD, particularly if they've got a really reliable kill pattern. By nature of their high target selection and burst assassins tend to have lower tactical counterplay than most other classes, so giving their opponents a window to play with where they're noticeably weaker's important. Talon's certainly not the only assassin with that issue either."

I know Lux isn't an assassin, but her ult has a very low cooldown aswell, and she can instaburst squishies if she gets ahead from a much larger range. If she uses ult she has a two second bind, her E slows, and she has an AOE shield that will still prevent you from killing her, all from 1000+ range.

Final Spark (R) Cooldown: 80/65/50. Range: 3340. Damage: 300/400/500 +75% of AP (Not counting if she procs passive too). Shadow Assault (R) Cooldown (Prenerfs): 75/65/55. Range: 500. Damage: 240/340/440 +150% of Bonus AD. Cooldown after nerfs: 100/80/60

"We do think Talon is too strong however. He's been on the strong side in solo queue for a really long period of time. We've held off on nerfing him in the past though since his play rate hasn't been that high so he hasn't been an urgent issue. At this point though he's been too strong for long enough we feel it's the appropriate time to act, hence the above nerf aimed at making him** a bit healthier** as well as cutting a bit of power."

Lux Winrate: 53.51% Pick Percent: 19.57% Talon Winrate: 53.07% Pick Percent 6% (Statistics are from champion.gg at the current time)

I think we can see that Lux, despite having THREE TIMES the pick rate of Talon, her overall win rate is still higher. Yet Talon is getting nerfs and Lux is being untouched. Is there any reasoning for Lux not getting any nerfs? Thanks in advanced!

Meddler said they were going to look into Lux nerfs as she is a little bit powerful.

However, Lux has enough windows of opportunity as is. Her base spells have a higher cooldown than many other champions - once she has used them in a fight, she probably won't get to use them again until clean-up unless she is against a particularly tanky team (in which case why are you picking Lux?). Talon's windows are smaller given that he is AD - his attacks carry threat even when his basic spells are off cooldown. Lux requires spell hits for her attacks to be impactful.

It is probably better to look into different nerfs.

The only nerf she needs is for her root duration to scale with level, like every other mage.

Why are we comparing talon and lux when their play patterns, ability scalings, abilities, item paths, range, and strengths are all different?

I personally wouldn't mind if Lux had a lower CD on one or two of her abilities, but please Riot I beg you, MAKE HER ULT HAVE AT LEAST A 10 SECOND HIGHER CD. I barely have time to say, "Lux no ult" for her to ult 30 or so seconds later
