Why isn't Ivern permanently ranged?

In what way does having him only ranged in bushes make any sense. The bushes only last 30 seconds while ranged outside is only 3 seconds. I've honestly tried ADC Ivern and it's the only thing that I've managed to play and have it work better than any other build. (I'm joking) Just make this tree stump ranged, he has the worst skillshot in the game, absolutely terrible scalings, unreliable sustain and a perfectly avoidable knockup. He's the least played champion in this game right now and I want to make use of his potential kiting ability with Glacial Augment, and just make his W give the bonus magic on hit damage, how bad could it be.

Yes, I was here when he was first released, but that that was a different time.
