Pretty sure Taste of Blood is bugged
Like it just won't proc in game 90% of the time, anyone had the same problem?

It does. You just dont know exactly when it works since its CD is relatively long. Also it doesnt heal the entire thing directly. Wikia says ''If triggered whenever available, Taste of Blood theoretically restores 0.9 - 1.75 (based on level) (+ 1% bonus AD) (+ 0.5% AP) health each second''
tbh theres a couple runes that just dont proc on every ability. Like mana flow band not proc'ing on morgana W unless you tag them for over a second.
