Im...confused...did they really nerf runes?

If it has more up time...but half damage...if you hit them...wouldn't it do the same damage? Like with Electrocute. It got nerfed to 30 damage base level one, every 25 seconds. But the previous iteration is 50 damage every 50 seconds...so if you actually hit someone twice...you do MORE damage....so...did they nerf it? I might just be dumb on this math bit lol

It will deal the same damage overall, yes. But that's not the same as saying something has the same overall power.

What this effectively does is remain damage neutral in cases where someone can get consistent harass on cooldown, but it nerfs the front-loaded burst damage that was frustrating a lot of people. So sure -- if that Zed is consistent with his harass, his net damage will remain the same, but you won't drop as low as quickly, and thus are in a better position to fight against his all-in or heal up before his next poke.

Basically it'll be just as broken as ever, but on different champions. You're gonna start seeing a lot more electrocute Teemo.

Some runes were outright nerfed.

Others Riot just cut the burst power from.

Electrocute is more in-line with old Thunderlord's now, actually. Closer in damage and in cooldown.
