So is Chogath's W ever going to be fixed or it is permabugged?

I've counted 17 times in just this one aram game where I had an opponent(s) in the W cone range (not just on the tip of it. I know that deception rito has with the range) not get hit by it at all. No damage or silence ever was initiated, and none of them as far as I was aware items/ability wise could block it. So, you know, either make it actually usable on people besides someone standing still, or change it to something that can work.
