She's meant to be the tank buster. But in the tank meta she wasn't all that popular. Even would see threads asking why.
Sated becomes a thing and suddenly Vayne is broken.
Vayne's not a tank buster. She's a self peeler. If Riot decides to change her. Maybe this is where.
The reason that Vayne didn't excel in the tank meta was, ironically, because there were many tanks being picked. Vayne can't do anything beyond her autoattack range and is quite squishy so she hates it when enemies can lock her down.
I will agree with your opinion that the main reason that Vayne is strong is due to her self-peel (Tumble, Condemn, stealth) and not her percent max health true damage. However, that peeling and dueling ability is a large portion of her identity.
If they decide to nerf her, I hope that they'll hit one of these points instead of changing Silver Bolts or her safety:

-stealth -bonus ms -had high burst on her old E (440+1.0 AD) -tons of bonus AD, and base true damage, her old Q (75% bonus damage) could remove 1/2 of a squishy hp with a critical strike.
if you look at this kit, it's an assassin kit Repertoir said that vayne was released at a time where riot was only thinking to a good experiance on a champion. The %hp damage was a mistake, Riot has to remove the %hp damage (or nerf it) and buff her stealth, E damage, Q damage, and W base damage.

Anytime i see Vayne it gives me the same sensation i got during the scene in the Goonies where they first introduced the deformed guy: disgusted. These Vayne enthusiasts need to acknowledge that Vayne is one of the most broken and annoying champions in this game. "But Vayne is a tank shredder dood, get gud" Ok, she's also a jungler shredder, adc shredder, mage shredder AND SUPPORT SHREDDER. So what do i have to do to shut this bitch down before she comes back with ONE item and destroys everything herself. No help needed literally. You can't TOUCH her late game. A tank's late-game build is rendered useless by her incredible damage and attack speed that procs her passive over and over again. Oh but instead of gutting this bitch or destroying sated devourer they say "Lets NERF TANK ITEMS" i bet you someone overheard that idea from CertainlyT in the lunchroom and applied it because thats the biggest middlefinger to every tank in this game and a big high 5 to all of these broken, armour and health ignoring ass CHAMPIONS GOD DAMNIT!!
Vayne was never designed as a tank buster IIRC. Her spotlight sold her as an ADC assassin.
But in the tank meta she wasn't all that popular.

I'm sorry, but it seems like your post is implying that Vayne didn't become popular until Sated came out, and trust me she was excelling in the tank meta patches before Sated was a thing.
Make the % damage physical so it's actually possible to itemize against it. Also, make condemn a skillshot. That way Vayne will take SOME skill to play.
