A Champion that can block true damage, and even summoners? How is this possibly balanced? Please someone explain.

that is not the thing that makes good fiora players op. her true damage is the problem because it scales too well.
She is so broken regardless why isn't she being nerfed?
She takes more skill to use now then old fiora at least. The old one was press r I win team fight.
It's impossible to predict when someone will use a SS, and Fiora's parry is extremely difficult to use without it being baited out.
Also notice that Wukong top is basically a hard counter to her, which is good to know.
