Why is it so hard to have the CDR for mages ?
The tank may have a lot of CDR with these item

The marksman may have a lot of CDR with these item 
The assassin and fighter may have a lot of CDR with these item

And for mages ?
The only viable but it only gives 10% and is not good for all mages
have 20% CDR ok but it does not give a good stats
This was also why the Mid AP used this item
and you nerf which made the support AP useless after that ...
What mages need is CDR on the most used item as is the case for other champion category
Simply exemple:
Add 10% CDR be justified because preseason 3000 => 3500 gold (you can even raised the price to 3600 gold in this case)

(And you can even decreased the price of

There are also 5% CDR of mastery sorcery that was removed to the preseason which was used by all mages in combination with 6 "Greater Glyph of Cooldown Reduction" for have 10% CDR
The simple compensation would have been up to the "Greater Glyph of Cooldown Reduction" to -1,11% CDR from -0.83 as if his lack of CDR we take 9 runes and is obtained 10%
