Is ziggs as oppressive in higher elos?

I know Im a lowly bronze, I was just wondering if he gets as much play in higher elos and deals as much damage? Is there a way to counter him?

Can counter him with burst mobile assassins/mages like syndra, lb, talon, zed, yasuo. He gets play in every elo.

in both cases he isnt played alot anymore in the bot lane and about the same playrate middle (never) in high elo..
well ziggs is rather versatile in that he has a displacement 'CC', an escape ability, a slow, but hes "skillshot" reliant to be able to deal said damage, so countering him is pretty much with any champ that can lock him down and pop him, dont really need to counter him because the people that played him are possibly ziggs mains or hipsters and very far inbetween in either case so you should barely run into them.

Ziggs can poke and siege yes, but lacks the DPS needed to sustain team fights. Even though its frustrating to face his wave clear, his solution is simple: stack a little of MR in your build. Make sure you don't stand near your minions or else he can poke you with E and Q or catch you off with W. He's also easy to gank if he doesn't have his W up. Scale the game up to the late game if he's bot and the enemy team doesn't have any kind of DPS. No matter how strong he can clear waves or siege, if he can't team fight, he's useless.
Also, pick Yasuo if you can. Wind Wall can screw over his kit and learn to side step his stuff with E or simple side stepping.
