What exactly is an "mmr" boost? Does that mean people are paying other people to play ranked games with them?

With or for them yeah. Gets them higher ranked so they can have the prestige without the work.
Nah, duoing is allowed. It's having someone else play on your account (or playing on theirs) to rapidly rank up that account for rewards/whatever.
Basically getting people to play on your account to get a higher rank or playing with someone to boost your rank up.
Oh wow. Okay thanks. I was wondering. I've seen people say 'boosted' to other people in game before. Good for RIOT for being able to catch them!
basically, there is 'legal' boosting where higher elo friends can pull you up without them actually being paid but to pay for services ya illegal boosting :)
