Most popular doesn't mean best.

Take bronze, you have to assume no one there knows how to build a champ.

Given that my Normal and Ranked Elo are likely out of sync, that could run into problems if I swap between the two.

Also, I think Riot has a goal of "give the noobs a noob friendly build option" which could very well be different from best build or most popular build.

I'd like to think that you do need to know how certain items work before recommending them to beginners, even if they are the best item in terms of build. And regardless, the recommended build really should serve as a crutch for competency.

(Personally I play a lot of ARAM and they always recommend the Guardian's orb on many mages. However, my preferred start in that mode is Frost fang, Amp tome, and two pots. But I go into that start with the expectation that I focus on poke an harass, and not lane farm to start. At least not until I complete FQC, but I always tend to end the game with the highest gold in the end.)

Maybe just add another category in the shop called "activatible items" and put it at the bottom of the recommended shop (except for supports! their shop shouldnt change since pretty much every item they should buy has an active). this way experienced players know where to search and low elo players are less likely to buy items they cant handle properly.
