Did Sivir kill someone she shouldn't to deserve this?

So...from the PBE - Sivir's base AD was tapped a bit, sure. That's not biggest thing. But her mana regen was cut in half from 1.6 to 0.8. Like WHAAT? I mean, she is probably the most mana hungry ADC out there, that's why she loves new Reaver so much. On top of that her one point wonder Shield became "I will put one point in E...and can I spend other 4 points on anything else that will actually give me something?" wonder. Only thing that scale with ranks on her E is cooldown and now it barely moves down. I know she also is the only one who can regain mana through her kit, but she restores 80mana in lane (Unless for some unknown reason you max E in lane), which gives you one Q (upto rank 2) or one W. I know how annoying it is when she spellshields something before the fight and gets that shield back in time for the fight or in the middle of it - and if we nerf annoying defensive skills on ADC maybe it's time to think about Lucian's E and his cooldown drops only because he attacks or god damn JUMP RESET on ADC - but I don't see a reason to make that spell useless in fights. Because enemies will burn that BEFORE a fight if they know what they are doing. 6.17 will also ship W's AD ratio nerfs and attack speed buff she gets from her R.

So she got hit for her laning phase in a nasty way with her mana regen nerf, damage on her W and attack speed buff...and on top of that, her mid-late game got hit as well with that spellshield bs - and still W's damage nerf which will afffect her damage in teamfights later on.

Can someone explain to me what's going on with my beloved ADC? Is she just hated by some people that much or someone wants her out of the meta, to make room for someone who can't lane against her? I know she is really strong now
