@Riot Magic pen items
Is AP ever going to get a broken op item like
?
I mean for its price tag its stacked, and Mage pen items are crap and a half
All AD pen Items have nifty stats and passives/actives
Wants an AP

dont need items like that when a full ap mage can get 600-700 AP per game, combined with magic pen runes, 
I'd love a new flat magic penetration item. While are nice, it often feels like an essential buy on AP champions compared to the other boot choices, and the other flat magic penetration items, 
and 
are only optimal to get on a few AP champions.
Meanwhile, the items offering flat armor penetration: 
, 
, 
, and 
all feel superior with their other great stats, actives, and versatility between AD tops, AD junglers, and ADCS.
the thing about black cleaver is that the person building it cant really build other more damagy items unless its zed or they ahve zed mobility black cleaver is mostly utility for your carries unless darius but champions with execute ultimates arent really balanced at all nor are ones with high damage global ultimates no matter how skill shot like they may be unlocking pointing in the general direction of where the enemy is walking is as much luck as skill
You can't compare the utility and the AOE of the skills of magic pen users to the armor pen users who are often melee with almost no AOE and little to no utility. Also armor pen items got nerfed after being abused by ranged champions like MF and Lucian.
Actualy, mpen in it's current state is broken. But tss, dont say that to RIot.
