It seems way more at home on Neeko, and would actually make sense since she can morph herself into different forms (not saying give it to her). It kinda just seems like they threw a ball around pitching ideas until someone said "hey have we done a steal ult ult yet?" and then that guy got a raise.

Mimicing someone's form is different than stealing their magic. I'll admit his basic ability leaves everyone feeling "AD bruiser" and then all of a sudden you find out he's AP. His ult is weird
