i didnt get any skins on champs that i play is there a way to make a deal with riot games ?

like i played so many games on kaisa and i didnt get bullet angel on discount which is the only skin i want to buy currently but its 2 damn expensive

Your Shop is randomized as far as I can tell, theres only a somewhat higher chance to get a skin for recently played champs over a skin for any owned champion
