Promotion Series

Promotion series shouldn't match you with people who are Division V and 0LP of any given league.

The reason for this is that such people are either 1) on full tilt or 2) feel like they've got nothing left to lose. This sort of thing inevitably ruins the promotion game for those who actually try.
