So many veigar threads here... reminds me of when Ahri got a buff/nerf

The rampage is mostly about the changes to veigar's e. Most veigar players would probably have been 100% fine with a reduction on the duration of his stun coupled with a reduction on his w delay, alongside the (long awaited) mana cost leveling on some of his skills. The q changes and the r changes are about the numbers, those are whatever. the E change they propose though just rapes his identity overall. Not having that insta-stun at all without any mobility compensation not only destroys his identity (the reason we play him) it also removes the only tool he had for surviving any sort of early game jungle pressure. He'll just be unplayable, and this is coming from someone who went 172-149 last season at silver 1/silver 2 with veigar.

The difference between the Veigar and Ahri changes is Veigar didnt gain any incredibly powerful mechanics. Ahri got the super speed boost and more damage, Veigar got a skill shot and less damage.
